The assignment for my City Planning 110 course at the University of California, Berkeley is
to investigate a major, real life planning issue in the local area. I have chosen to
investigate the issues surrounding the CA 238 Hayward Bypass Expressway/Freeway proposal.
Using the traditional, seven step Planning Process (which I might add is not always the
appropriate way to evaluate problems), I will be looking at this proposal and attempting to
find out who is involved, what criteria need to be met to solve the problem, what alternatives
have been presented, and finally making a recommendation as to an appropriate solution to
the problem. By December, this will be developed into a full summary and final recommendation
as to what to do about traffic conditions in the East Bay. But for now, I present to you
the project as it is in progress.
